Paine’s first overarching argument is that government is a necessary evil, which was created out of the need to protect the people. Paine says that “Society is produced by our wants, and government by our wickedness; the former promotes our happiness positively by uniting our affections, the latter negatively by restraining our vices.†(Paine 65). In other words society is naturally created when people come together, but in order to protect ones natural rights a form of government must be created out of the need to ensure that problems in society do not crumble it.
